Buyer has goods and yet wants a refund, does paypal not have to confirm I have my goods back first?

I have sold goods to a true ebay scammer who through no fault of my own the buyer was unable to read the advert correctly and also had 10 days to see and review and ask any questions instead they bid last minute and delay initially in making a payment only to then when asked what is happening they ask the questions after auction that they should have asked prior.
My picture was a white coloured item but identical to the item sent out except it was black which I had a ebay banner note on the front home page of the listing for all to clearly see as this was the only picture I could find.
Now they have raised a claim against me for different goods and supposed un-accounted for damage and yet she is making no mention or showing no interest in a return of the item which I think its fair to say at her cost for delivery not that we have even spoke that far,,I now have a -£361 balance on my account and all other sales are simply clearing this debt only.
So my question is does paypal not ask them to return my goods firstly before issueing a refund if not why not and what advice can people offer

Hi I completely agree with all of you. I have had over £560 held by Paypal simply because a buyer cannot make upher mind when she returned 2 phones that were the wrong memory! Originally she sent me an email saying she returned the phones on 8th june. then on the 20th june she said she had just returned them on 20th! all the while i tried to track them down. It was 28th when she cleverly decided to open a dispute! In reality 8 working days for an international return is not enough time! if she has sent them on the 20th and opened a dispute on 28th, that's not enough time for international shipping. It can take up to 10 working days at times and that's just for me to get the phones back! another 10 maximum to send out replacements.
I have been in constant comuncation with her and now that I have finally got the phones back and sent off the replacements which I gave her tracking number for which clearly states they are over the border, she hasn't cancelled the dispute!
I have 3 more order payments to send off to my supplier which only off set the negative balance i had because of this dispute and cant pay my supplier until i get my 560 back. It's been 4 days since i got paid by buyers and if i don't get my money back from paypal i will have more disputes wondering where their phones are. What a load of )*^*&)%!!!!!
I also have paypal threatening to put a reserve on my account which will mean paying for the flippin postage myself! all because of this dispute.
I hear horror stories of sellers that are on 30% reserves! although those reserves are repaid to the seller after a period of time, that is dependent on whether you get another single refund or dispute! In other words you wont get it back.
I CANNOT WAIT UNTIL 18TH JULY BEFORE GETTING THIS MONEY BACK ONLY TO END UP WITH ANOTHER DISPUTE!!!!!!!!
PAYPAL, IF YOU CAN READ THIS (BECAUSE YOU OBVIOUSLY CANT RUN A BUSINESS (ROBBER IS NOT A BUSINESS BY THE WAY) PLEASE CANCEL MY DISPUTE AND EVERYBODY ELSES. REPAY OUR MONEY, CANCEL ALL RESERVES AND HELP US MAKE A PROPER BUSINESS WHICH IS THE WHOLE BLOODY POINT OF THIS!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
