Anyone else aware of this and knows why?  What are the implications for PayPal and eBay's 'automatic' postage systems?

ive just paid for postage and it doesnt give label just eror saying sorry come back later

That's a relatively common issue and it's worth just refreshing the page and trying again.  If that fails, log out and back in again or finally, as it suggests, give it 10 minutes and try printing the label again.  You have 24 hours to print or cancel it (and it can be cancelled after this but it's a bit of a palaver).
