I didnt sell anything... He owed me £17 and I owe someone else £17 but I dont have it cos Paypal isnt giving it to me

Is it "pending" in your paypal account balance, and if so does it say anything about a new seller hold.

I know you said you are not a seller but if your friend sent the money as payment for goods and not as a personal payment then paypal would see you as a new seller and place the hold.
