What is going on with PayPal?

So, i would really like to know what is going on with paypal....

My account is limited...i have sent everything they have asked for. After calling them few times, the last time the operator told me everything is ok with the documents and the limits will be lifted after 10min....this was 3 days ago!!!! All e-mail answers are generic...no use of them...

Why is it taking so long???

Why did the operator tell me it will be fixed in 10min. but it still isn't?

Does anyone know details about this ID reviewing crap?
