One of my customers has asked me to send his goods to a differrent address and country than his registered one. Am I still covered by PayPal's seller protection if I do as he wants?

No you would have ZERO seller protection, also if its Ebay then scammers have been known to use hijacked user i.d's and then send you spoof paypal emails to make it look as if they have paid...........so be careful.
