Seller says he can't refund me as I have a case open against him

Hi I have returned an item at my cost to the seller, he said he would give me a refund. I had to open a case against him to get him to even acknowledge my emails. He is now saying that he can't issue a refund due to the case being still open, and I need to close this case so he can refund me! Can someone confirm if this is true please

The money will still be on hold if there's an active case open, but if you can provide proof to PayPal that you've sent the item back, they can close the case and automatically get you the money back. You'll need a tracking number and receipt for that. I wouldn't close the case because if you did there'd be no guarantee you'd get the money back.
