Scammed and Need a Refund

okay this is the full story on whats happened.

 
basically there was a guy on twitter selling an item for $15 which was this person i then messaged him asking if i could buy it and hour later he said yes and sent his paypal link he told me to send through friends and family so i did. once payment sent he old me to wait and hour. an hour had gone by and i messaged him he didn't reply i messaged him over and over and then i asked him if e had scammed me $15 he finally replied with im sorry i needed the money so i then told me to give me the money he ignored me again i that requested a refund and he declined it he scammed me stole my money and i need it back if you need any more info or proof on this to refund me or get him to refund me i have it ive opened a dispute on him but nothing happended to help.

A “gift” (or personal payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.

On the other hand, as it is a “personal” payment, there is also no Buyer protection as no goods or services should have been exchanged.

If he was not a close mate or family member you should never use that option as it enables the seller to evade his paypal fees and negates your buyer protection at the same time. Scam sellers often ask for payment that way as they know this.

You also risk having your account limited for using this option when you are purchasing goods.

Your only hope is if you funded your paypal payment via a credit card then contact your card issuer and see if they will help you.
