Returned Goods Shipping Refund

I am getting the run around from Paypal re how to get the refund for goods returned to China. They sent a link which is broken. I am

 not happy calling them @£1.50 per minute can anyone help please ?

Paypals UK call centre is FREE from any UK landline.

But did you activate the ''return shipping'' link as per below before you returned the item and did paypal find in your favour in a dispute?
