Proof of identification?

Paypal just alerted me to confirm my account by sending proof of identification. 
The choices are:

• Passport
• Drivers license
• National ID

I dont have the Passport & license. So im thinking about the national ID, what is it actually? Because our country doesn't have a national ID yet. Is TAX ID issued by bureau of internal revenue philippines can be used as national id to verify my identity? 

If not, can i use my birth certificate instead to confirm my identification?

As an alternative you can send a copy of your birth cert along with a government official document such as a tax/social welfare letter.

Remember to make sure the edges of the document is in the photo, if not they reject it and tell you to re submit. If they do that you are **bleep**, as their system does not allow you to re-submit. When you go to the link to submit, it just says thank you for submitting (as it does not know your document was rejected) and does not allow you to re-submit. You can email the support desk as much as you want, they ae not capable of understanding this problem, and just copy and paste responses to you telling you to go to the submit page and submit your documents. They eventually just ignore you... so I have an account I can't use that is receiving subscriptions from my customers, but I am not able to access the funds..  I seriously think PayPal needs to re-look at their customer service options.
