I have the same problem! The service is SHOCKING!!! They asked me to send proof of ID, which I did,but the edges of the document were not in the photo so they rejected it and asked me to re-submit. The trouble is their system does not allow you to re-submit. When you go to the link to submit, it just says thank you for submitting (as it does not know your document was rejected) and does not allow you to re-submit. You can email the support desk as much as you want, they ae not capable of understanding this problem, and just copy and paste the same response to you telling you to go to the submit page and submit your documents. They then eventually just ignore you... So I have an account I can't use that is receiving subscriptions from my customers, but I am not able to access the funds.. I still have to pay my suppliers, but now I am not able to do so!! Seriously, PayPal, you can do better with customer support. The worst part is there is no escalation route available.. if you not hapy with the support, they dont' really care! I seriously think PayPal needs to re-look at their customer service options. I used to think PayPal was great, until I had to deal with their support desk.
