PayPal in Rwanda

Hello,

I am based in Rwanda and interested in e-commerce. Is it possible for Rwandans to set up PayPal accounts, and if so, with which bank? My friend went to a couple of banks to ask, and they had never heard of PayPal, but it would revolutionise certain trade sectors.

If not PayPal, is there any other form of popular secure online payment system that might be available?
