I am expecting a refund from a seller but he first needs my PayPal ID. What is that?

As long as its not over 180 days since you paid then he doesn't need anything.
Tell him to click on your transaction in his paypal account and the refund option is at the bottom of that details page.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
