Issue paying to ebay through paypal account?

I have problem paying for item from ebay and my paypal account wont allow me to pay for it. this is the massege appears on the screen when i am clicking the confirm and pay.

i can't pay through ebay from paypal.. does anyone have same problem? or knows how to resolve this problem... thanks..
