EU Receiving Limit Problem

The other day I received an email saying that I had received more than 1800 euros this year and was therefore approaching my annual receiving limit of 2500. I have logged in to paypal and gone to the resolution centre.
From here it asks me to lift the limits and says I have 134 days to do so. After I click resolve i asks me to confirm my identity to prevent service interuptions. I have a green tick next to 'confirm identity' and 'confirm bank account or card'.
The only option here is to confirm my personal details. My first question is when filling this part in what's the difference between 'building number' and 'street nubmer' both of which are mandatory fields?
When I've entered all the info and click next it says verifying and then nothing happens. If I click again I get a warning mesage that Paypal is experiencing technical difficulties and sends me back to account overview. This has been going on for the last 24 hours. What shall i do?
