Complete failure to get responses from customer service?

Hi,
Anyone else having problem getting PayPal Customer service to even respond? Back in November, I sent a request in, and it took two months to get a reply. I've got another problem now and I emailed them three weeks ago, then last week, then this week. I get the autoresponder email and that's it.
My problem this time is the withdrawal limit. PayPal won't let me transfer money to my bank because "I'm over my withdrawal limit for the month" despite me not having transferred money since March. When I follow the links to get the limit lifted, it says "your limits have been lifted! Please give us a few minutes to adjust your account" (or something close to that). Well... it's been three weeks with that same contradiction (one screen saying I have a limit, the other saying I don't). And, of course, three weeks without a response to any queries from PayPal Customer service.
Just how bad is their customer service?
I want my money.

At the bottom of the page:
Click call us.
You can log into your account or select "call us as guest" and PayPal will show their phone number for you to call.
