Account has been limited for longer than 7 business days

Currently my account is under "High" limitation due to proof of identity and address being requested. This was submitted back on 03/27/2018.

The documentation I gave for proof of address was not valid and I have since then tried to submit a valid document, this was back on 04/03/2018.

 

Is it normal for it to take this long? On top of that, it says I still have the ability to add a card to my account, but whenever I do it always states that there was an error processing my request and has been like this since the limitation had began.
