Why is Paypal such a rip off

To try and keep my head above water during this pandemic I've started selling much smaller items on eBay for a average price of £4. I've noticed that the fees are working out at .42p per transaction. That's more then Ebay fees per transaction for using their selling platform. How can they justify charging that much, it's a total rip off. I have  also noticed that when I refund excess postage costs or give a full refund they don't credit me with the full amount and keep the fees. They must be making a bloody fortune at a time when every one else is struggling.
