Problem loging with phone number

I have problem signing on to my account. I cannot access my account,when I  use the text message form, the code doesn't come to my phone,or when I use the "call number'no call forwarding.

Anyone had the issue?

One of reasons is because Paypal is not accepted on my Country (Kosovo),so maybe that's the issue?
