Hack

Someone has hacked into my Pay Pal account via eBay. Says my funds are being held for 21 days. Then I get a message from someone that says they are from Pay Pal and it is OK to ship. Now lets see. If my funds are being held for 21 days and I pay for shipping, then if there is a charge back, I am out shipping. I wish you could find out what idiot has hacked into my account.

It doesn't sound like a hack of any kind. Either you are receiving messaging that is correct regarding the requirement to ship, or you are receiving email from someone pretending to be PayPal, trying to entice you to ship without payment.

If there is no transaction in your history, then it is likely a fake email.

If the payment is showing in your PayPal account, then you can click on the details and see the instructions that PayPal is giving you regarding the payment. If it is a 21 day Payment Hold, then yes, you are expected to ship promptly.
