refund of fees past 60 days due to special reason

I sold college football tickets , or pre sold them based upon normal university release of seasons tickets in mid August. Buyers paid for then in early June. Now I find out that the ebay- approved ticket broker with 100% feedback rating that I dealt with , will not deliver. I have to issue some refunds to a couple of buyers from me, and was wondering , under the circumstances, if Paypal would refund my fees which they charged.

If it's been more than 60 days, the "issue refund" link is no longer available and your fees will not be refunded.
