whats the point in ebay buyer protection when i get charged anyway?

I sold an item on ebay and when the person recieved it, the item was broken. after asking the man to send me a picture and the item back, he neglected to send the picture or the tracking number, sent the item, didnt get signature confermation or insurance and the item never made it to me. so i had the guy open a claim with ebay and thought i had it resolved, they told me that it was covered by ebay buyer protection and that they would issue the refund for me to no longer contact the buyer for any reason. well, i log into my paypal and my account it $98 in the hole and they have the nerve to ask me to add money to my account........ that account can stay in the hole till **bleep** freezes over for all i care but am i the only one whos had a problem like this? if not what do i do?
