question about fees- for checking acct transfers

There is a chart that shows the fees on this page: https://www.paypal.com/us/cgi-bin/webscr?cmd=_display-fees and it says, "Free when the money comes from PayPal balance or bank account" and yet I was charged -$3.20 USD on a $100 money request that I sent to someone who paid via checking acct.  Why is that?

 

When is it "FREE" as it says on your web site?  If the web site is wrong, you should update it and refund my money.  At the very least, it is unclear.

Sounds like they used they used the "purchase" tab, which does not qualify for the "no fee" or they used the  "personal" tab with "payment owed", which would not qualify for the no fee.

 

What was the money sent for.

Much of the info is unclear, not fully excplained or unclear.  I was told recently I could send money to a relative for free, but I PAID a fee previously because I did not know that.  Also the difference between paying vis debit card and bank account.  There are no limits established for sending FREE money so far as I can tell, and the feedback form is worthless and a joke: There is not enough room to explain my issues, due to the lack of info available on paypal site!

I was able to find a bit more info- it seems that if the sending person initiates the process, they can choose personal, living expenses, etc, for the transaction and it might be free.  I originally did this as a money request to make it easier for my family member to send me money, but it seem that is not the best way to do it.

 

I also have figured out that the money stayed in my "paypal balance" not directly to my checking, so I had to tell it to put the money into checking and there is a $500 limit on that.  I guess I will just have to learn as I go.
