Refund Fee - Unbelievable!

Why is paypal penalizing sellers by charging a fee for sellers who refund a buyer's payment because the buyer changes their mind. As if there aren't enough paypal fees already! Excuse me, but this is nothing but a rip off by paypal. Any suggestions on paypal alternatives that aren't taking advantage of their customers?

Not to mention the 3 to 5 business days for the refund to be available in your Paypal account and then an additional 3 to 5 business days to transfer that back to your bank account. Yes, I am also looking for an alternative online payment method.
