Is there a charge to either the buyer or the seller if the seller denies the payment due to it being sent in the wrong currency?

Welcome to the boards!
If a seller denies a payment that was sent in an incorrect currency rather than accepting it, they are not charged any fees (as they have never technically received the payment).
A buyer in the same scenario will be credited back the same amount they sent. If it was paid via a card, the card will be credited back the same amount it was charged. If it was paid via bank or balance, it will be placed back in the original currency if possible at no conversion loss.
