I've seen a person (seller) advertise that they charge a fee to the buyer for using paypal for credit card payment. I've never seen that before. Is this within paypal's seller guidelines?
Sellers cannot charge buyers a surcharge to accept PayPal (not that a seller can tell what funding source a buyer pays them with in any event). Doing so is actually a violation of our Legal Agreement with all members.
