Can Pay-Pal Reverse E-Check without Buyer Protection?

If someone pays for an item using e-check and there was no Buyer Protection, can PayPal still reverse the transaction AFTER the e-check clears if it was determined that payment was made using a hacked PayPal account?  

 

Or once it clears does it end up being the owner of the account or the bank where the account is that has to eat the loss, not PayPal and not the Seller that received the e-check?

Yes, the payment can be reversed if it's determined to be an unauthorized payment. 

 

PayPal's Purchase Protection Policy (Section 13 of the PayPal User Agreement) applies to INR (Item Not Received) and SNAD (Significantly Not As Described) claims... 

 

PayPal's Unauthorized Transaction Policy (Section 12 of the PayPal User Agreement) applies when the sender claims the payment was not authorized.
