Why Paypal can't confirm an updated address???? Help

I'm a new seller on ebay and I have had no problems until now. I had a sale, it was paid for using Paypal and shipped out using USPS. Before I shipped it out I checked to make sure the address was confirmed and that was that. A couple days later I checked to make sure It was received but USPS left a message that it was undeliverable as addressed. So I emailed the buyer informing them of the situation and called Paypal to find out about the address. After speaking to a rep. She said the address was not confirmed?? Well then why does it show confirmed on the details page and saying it's OK to ship. This **bleep**! What's the point, if the information displayed is not accurate and shows confirmed. I asked the rep why do your screen show something different than mine. She apologized and said she would forward this info to her supervisor. After finally tracking down the buyer I asked them to update their address with Paypal ( as Paypal suggested) so when I receive the package I can resend it to a accurate confirmed address. The customer emailed me that they updated it and emailed me the new address ( every thing was the same except one number was off). Ok, so when I went to Paypal again to check for the new address the same one is still there. I called again and this rep could not confirm any address update, she said she's not able to see this customers address info. What?? I'm confused, why can't Paypal confirm if a customer has updated their address or not. All I want is to make sure the address is confirmed and I'm under the seller's protection. Paypal now suggest a conference call to verify the customers info but we didn't have the customers phone # so now I had to email again to ask for a phone# to do a conference call. I am condensing this ordeal down a bit but this is the facts of the situation. Is this normal that Paypal can't verify an address. It doesn't seem right if Paypal's job is to verify but can't verify when you call. Can any one answer this question?
