Is there any way to sell raffle tickets on line through paypal?  My organization is a cancer support NONPROFIT.  100% of the money is going to the people we help.  Can I call it a donation and as a thanks send them a ticket for a chance to win a one week vacation at a beach house?  Someone told my that sometimes PayPal makes exceptions for Nonprofit groups on the raffle rules.

The rules for how you run a raffle are generally governed by the state you live in.

You can get to the Acceptable Use Policy by clicking "Legal Agreements" at the bottom of any PayPal page, or you can click this link. Raffles fall under #6 in prohibited activities, but there are instructions for inquiring further in that document.
