I have been refunded £750 and it is shown in my completed list as a refund.
can the payee withdraw this payment at this stage or am I safe to send back the goods I have been refunded for?

As long as it was a 'refund' then you should be fine.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
