PayPal dispute - return held in customs

Hello,
I need some help. A buyer from Canada opened a not as described dispute on PayPal.
After communicating with the buyer, I found out that the buyer's sister opened the package first and damaged it and lost parts from it, so the buyer does not want it anymore. She insists, that she already found all the pieces and shipped them back to me.
The tracking number in PayPal dispute shows, that the item is in customs and I received a letter to pay a high customs fee, higher than the item's value. The buyer marked the return as goods and with high value.
What to do now? Will PayPal decide to refund the buyer even if it was not returned?
I already tried to call PayPal but they don't speak english very well and did not understand me.
