Presumably you filed a dispute for item received but not as described yes??
If so then normally paypal would find in your favour, but you will probably have to return the item back to the seller (trackable to prove delivery) before you get a refund.
IF however you had provided paypal with proof that the item was fake ie a letter from a company that makes or sells the genuine item then you would most likely not have had to return the item before getting a refund as its illegal to sell fake stuff..
You could email the seller and state that unless you get a full refund now you will be informing trading standards that he is selling fakes, that threat may work.

OK but be careful because if he escalates it to a claim BEFORE you have a chance to put your side in the dispute you won't be able to add anything afterwards.
