PayPal Message Centre/Complaints - where do they go?

We raised a formal complaint with PayPal via their pseudo-email forms - there are vague references to this being called the "Message Centre".

I'm not talking about an issue with a seller or a buyer, but with PayPal themselves.

Are these issues tracked somewhere on a well-hidden part of the portal?
