How do I appeal a decision

Bought an item from a uk seller with a uk address and website. Item delivered from a uk address. Item faulty, seller ignored me, escalated to PP.  PP now require me to return item to a Toronto address at my cost before a refund. This will cost more than the item.  How do I get this problem looked at again by PP before the time runs out. ?  I am gradually loosing faith in this buyer protection.  Seller is Boardwalkbuy.co.uk.   Thanks.
