How do I appeal a PAYPAL decision against me in favour of a fradulent seller in China?

I ordered two lots of goods within the one order from seller in China..only 50% goods arrived..and what did arrive were the wrong goods! I raised a complaint via the resolution centre and refused a part refund from the seller as it date not cover the missing goods I purchased nor did it offer to replace the wrong items. Paypal decided that if I returned the goods to china (which was at my cost and 50% of the original purchase price I would get my money back...what a joke ..spend another $250 dollars and get $450...so I'm out of pocket. )
This can't be legal..a seller sends you 50% of goods you paid for...and it costs you $200.00 to sent them back to get your original payment refunded !! (and Supported by Paypal).
After speaking with an horrible and very unhelpful paypal agent ...I have basically been advised that the case is closed with no grounds for appeal...is this the case...?

Well yes it is as you refused an offer of a part refund and also refused to return for a full refund.
Whilst i see your point of view in the event of a dispute paypal can only ever get you back the original payment that was processed through them and not return postage costs.
That is the risk you take as a buyer when you buy internationally. If it was a UK business then they would have to comply with DSR regs but if you choose to buy internationally then you are taking more of a risk.
Advice is voluntary.

My question was how do I appeal a PAYPAL decision...it does provide info on PAYPAL how to do this via the Resolution centre - Action/Appeal...but this option is not available to me.

PS. I refused the offer of part refund as it did not cover value of goods!! - which I think is appropriate.. do you not?
advice NOTED - don't buy via paypal outside the UK.
