How can I add more background/records in a open dispute?

Currently I have a open dispute, and I want to add more records about case.

I am buyer, and ebay seller has received a lot of bad feedback last days.

Status of case is "Being Reviewed by Paypal", and can not allow add more records/updates.

Have you escalated to a claim or is it still a dispute.

Once escalated you can't add anything BUT if paypal want more information they will ask you for it.
