Help with open case please

Hi everyone. 

 

Can anyone help me please. I opened a case with an eBay seller from China who kept saying he would refund money for a craft item that didn't arrive (i ordered two items one arrived in the packet the other was not in and they promised to resend and that didn't arrive) They haven't replied to any email through PayPal dispute and it runs out on the 1st of March. 

 

Can someone please advise me of the next step.

Thank you so much for getting back to me. Please can you tell me what I have to do to turn it into a claim. Sorry I have looked and can't seem to find out what to do
