Ebay item not received

I ordered two electric scooters from a shop on ebay back in September, I live in Cyprus with the forces so I expected it to take around 6 weeks to arrive via bfpo postcode, they arrived the first week of November to discover after a few days one of them was faulty and had to be sent back, I then had to pay £30 to send the scooter back which the seller confirmed they received around the first week of December, they were not very helpful at all with information on sending out a new scooter to me as I asked can you confirm you have sent a new scooter out and not the repaired one as I don't want to have to pay another £30 to return it again, the only response I got back was 'yes it's on its way to you'..that was the first week of December and now I've still not received a new scooter and the company won't reply to any of my messages, so now I've spent £90 on a scooter and £30 on a return and I've still no scooter and no refund and the seller won't acknowledge it, I've been messaging them for about a month and still no reply, I can't open a case with ebay because I originally purchased the scooter back in September and it won't give me the option, can anyone give me some advice please??

You have 180 days to open a dispute with paypal.

HOWEVER paypals dispute process does not deal in part refunds etc, if they found in your favour then normally you have to return the 'whole' order back to the seller for a 'full refund'.

HOWEVER you could always provide paypal with your return tracking number for the 1 scooter and if you received a full refund then pay the seller back for the 1 you kept?

Also did you know that if you had activated the below link that Paypal would have paid up to £15 return costs if you won a dispute?

Finally if you funded that Paypal payment via a credit card you could try a chargeback via them instead?
