Paypal cover non receipt of item OR item received but not as described.
They also cover if you made an unauthorised purchase ie your account was hacked and used without your consent.
Other than that if you funded that paypal loan via paypal with a credit card you could contact your card issuer and see if they will do a chargeback for you.
