Can I open a dispute if my transaction was processed before I had made my PayPal account?

Two weeks ago I made an online purchase and the transaction was processed through PayPal. At that point I didn't have an account. I made a PayPal account following this transaction. I still haven't received my purchase and it was supposed to be delivered by the 9th of February. I have contacted the seller multiple times and they only keep apologising and say that they have sorted out the issue and it will be delivered soon, twice I have been promised this (excluding the first scheduled delivery date). Because of this I would like to open a dispute but because I made the account following the transaction I cannot open a dispute on this purchase as it doesn't appear in my transaction list. I still have the email and all of the details regarding this purchase and was wondering if there was any possibility of being able to open a dispute on this.

You would have paid as a 'guest buyer' so you have 2 options.

 

1. Contact your card issuer and see if they will chargeback for you or

2. Give customer services a call and they can open it up as a claim for you.

 

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top. Log in and get the code.
When you get through don't select any options just hang on till you get transfered to an agent OR just say the word 'Agent'".
In the UK its free from any landline phone.
