Two weeks ago I made an online purchase and the transaction was processed through PayPal. At that point I didn't have an account. I made a PayPal account following this transaction. I still haven't received my purchase and it was supposed to be delivered by the 9th of February. I have contacted the seller multiple times and they only keep apologising and say that they have sorted out the issue and it will be delivered soon, twice I have been promised this (excluding the first scheduled delivery date). Because of this I would like to open a dispute but because I made the account following the transaction I cannot open a dispute on this purchase as it doesn't appear in my transaction list. I still have the email and all of the details regarding this purchase and was wondering if there was any possibility of being able to open a dispute on this. Thank you for any replies.
