Buyer Protection against software scams, such as smart tweak.

Its been almost two years since I purchased a driver update software from smart tweak (smarttweak.com at the time, and now smarttweak.org), which turned out to be a scam. I lost double the amount the software was being advertised for, and paypal refused to help. I was meaning to ask, what exactly the "buyer protection" is supposed to cover, because I've never found it to protect me as a buyer.
Regards,

Hey there ANS,
The buyer protection is in place for the majority of transaction through PayPal.
There are however some items that PayPal do not cover.
Intangible or virtual items are not something that PayPal cover. Other items we don't cover for example are vehicles.
You can read the buyer protection here in section 13. If you want a full list of items that are not covered have a look at section 13.3

Is there an alternative/legal way to deal with software scammers, especially if they're in other countries?
