Accidentally Closed Ebay Case When I Haven't Received Item or Refund

Hi,

 

I'm trying to find someone to help or speak to, or email, telephone but can't find anywhere to speak to a staff member at paypal.  

 

Anyway, I paid for an item on 25th June which never arrived.  I sent numerous emails to the seller without any response.  I opened a case and ebay sent me a message this morning asking if the case had been resolved with seller or would I like them to step in.  Stupidly, I thought this was another item which I had a case open for which has since been resolved so I clicked 'close case'.  Then I realised I'd closed the wrong case.  I contacted ebay who said tough luck, they can't do anything.  They advised me to contact Paypal to see if anything can be done to get my money back.  I've gone through the Paypal section to say 'item not received' but when I get to the part where I message the seller I get a page saying !! Oooops something went wrong our end !! and can't go any further.

 

So, is there any way to reverse the payment or is there really nothing that can be done?  I find it hard to believe Ebay can't just re-open the case.  Any advice would be greatly appreciated.
