I am shocked and appalled that I would receive an e-mail from PayPal stating that all future payments to my account will be placed in a "Pending" hold for 21 days. To my knowledge no one has ever complained about an item I sold on E-bay saying it was miss represented. In fact I have a pretty dam good record exchanging money both directions. I am beyond angry!!! I am not a merchant, I am an unemployed American trying to sell a few things in my storage to help me pay my bills and give my family a chance at a real life during this interruption of work. I feel this is this is an attack on me personally and on my families well being. If you insist on this new policy I will pull all my item off of E-bay and cancel all my accounts with them and PayPal. Please respond ASAP I will not relist anything until I am sure this policy will be withdrawn.

After getting this same email I decided to call. I have 100% positive feedback, have never had a return or a dispute and have been using paypal since the beginning.
The very polite rep on the phone said I went into this 21 day limbo because my selling patterns had changed. He said that since I was selling more often in the last month (4 times instead of my usual 2 per month) that I was put into this limited status.
He could tell I have no negative comments, returns, or disputes, that I always pay quickly, and that when I sell my customers are always happy.
But since I sold a few ore times than my meager average I ma not considered a merchant instead of a casual buyer and that new status (again from selling 4 items in a month) makes me a risk to be monitored.
Lastly, he indicated that if nothing goes wrong I will be returned to my normal unrisky self. So to Mikers's post I have to say it is about trust, Paypal does not trust us, we are guilty until proven innocent, restricted because of minor changes that may have nothing to do with past performance, and instead some calculation that says a change in your pattern, even if minor as mine was means we don't trust you.

Am in nearly the same situation as Mikers, and agree with his thoughts.
PayPal: The world's most loved way to pay and get paid. I understand its marketing BS, but such a flagrant and mocking slogan? Really? I know we are of no concern to them, but to claim such a merit as love? That would make me gag, regardless of having any action with the perpetrating company.
Excuse the crudities, but they have us by the balls and are jerking us around, and have no concern about doing so. Unfortunately, we are largely defined only as necissary by the companies that control us.

Ok ... so here is two scenarios for you guys...
PayPal is all lovey-dovey to you guys and gives you everything without it performing any due diligence and do the unprudent thing. They get ripped off by unscrupulous people who take advantage of its happy policy, like you want. They incur as a company serious fraud losses and pass it on to you as much much higher fees.
Or ...
PayPal is prudent and asks for proof of performance from people using its service, and performs due diligence to safegaurd itself (and you) from fraud and in turn does not have to pass additional losses to its users.
Which is it guys? You want PayPal to be fiscally irresponsible and be extremely expensive to use or be responsible and lower its costs and protect your accounts from fraud?
You can't have it both ways. And don't give me that "cost of doing business crap". It's still a cost and fees (prices) are always based on cost plus desired profit margin, and that's for any business. The way to bring prices down is to reduce cost, not lower margins. If you think otherwise then you know nothing about business.
