After getting this same email I decided to call. I have 100% positive feedback, have never had a return or a dispute and have been using paypal since the beginning. The very polite rep on the phone said I went into this 21 day limbo because my selling patterns had changed. He said that since I was selling more often in the last month (4 times instead of my usual 2 per month) that I was put into this limited status. He could tell I have no negative comments, returns, or disputes, that I always pay quickly, and that when I sell my customers are always happy. But since I sold a few ore times than my meager average I ma not considered a merchant instead of a casual buyer and that new status (again from selling 4 items in a month) makes me a risk to be monitored. Lastly, he indicated that if nothing goes wrong I will be returned to my normal unrisky self. So to Mikers's post I have to say it is about trust, Paypal does not trust us, we are guilty until proven innocent, restricted because of minor changes that may have nothing to do with past performance, and instead some calculation that says a change in your pattern, even if minor as mine was means we don't trust you.
