Unauthorized Shipping Transaction through USPS

Someone hacked my paypal account and bought shipping labels through the postal service. Packages were sent from Miami, FL to Russia. I tried to file an authorized transaction but I got a message that I need to use the contact form in the help center and select the topic "seller tools." I can't find the "seller tools" topic in the contact forum so now I am stuck. Is there any way to file a dispute about this online or do I need to call customer service?

The Paypal help forum gives me this answer;

How do I void my U.S. Postal Service label?

Question : Answer : You can void an unused shipping label within 48 hours of creating it, and you'll receive a credit in your PayPal account. Either click the Void Label link in your email receipt, or follow these steps:

  1. Log in to your PayPal account.
  2. Click History at the top of the page.
  3. Find the PayPal payment for which you created a label, or find the USPS payment.
  4. In the Details column of the payment, click Details.
  5. Go to the bottom of the Transaction Details page, and click Void Label.
  6. Click Void Shipment.

Here's when you can expect the credit:

For Priority Mail®, Express Mail®, First-Class Mail Parcel® Parcel, Express Mail®, International and Priority Mail® International:

  • It can take up to 15 calendar days for the U.S. Postal Service to approve your request and credit your PayPal account for the voided shipment.
  • If you paid extra for insurance, it will also be refunded.

For Media Mail® and Parcel Post®:

  • It can take up to 21 calendar days for the U.S. Postal Service to approve your request and credit your PayPal account for the voided shipment.
  • The credit includes fees for Media Mail and Parcel Post labels.

To void one or more labels printed from PayPal MultiOrder Shipping:

  1. Log in to your PayPal account.
  2. Click the PayPal MultiOrder Shipping link on the Account Overview page. The MultiOrder Shipping page opens in a new window
  3. Click the History tab on the MultiOrder Shipping page.
  4. Find the label you wish to void.
  5. Select the date range using the Search drop-down menu.
  6. Select the date and transaction of the label located in the two tables below the Search drop-down menu.
  7. Select the individual label you wish to void.
  8. Click the Void button located below the History tab.

If that doesn't work, phone Paypal - the number comes up when you click 'contact us' in your account.

The issue still remains HOW your account was hacked.  Usually, it's because you clicked on an email link.

NEVER sign in to your Paypal account from an email link.

And, to make your Paypal account bullet-proof, visit the security center in your Paypal account and buy one of their security keys for $5.  It puts a separate, randomly-generated numerical password on your account that changes every 30 seconds and cannot be hijacked, even if the scammer has your password.

And, once hacked, there's a possibility that the hacker left a keylogger on your computer.  This is how to remove it;

Change your passwords - all of them.

THEN, you need to run several anti-spyware programs in case you got a keylogger downloaded to your computer.  Spybot and Malware anti-malware are good and they're free - Google them for the download sites.

THEN, you need to change all of your passwords AGAIN, in case the keylogger had time to send the password change to another computer.

They might have been on your account for a while.

Check any other accounts associated with that computer as well.
