Triple Charge on my Debit Card from Net10, but service not delivered

I used my PP debit card to purchase minutes for my Net10 phone. The site said the card had been declined, but now there are three charges deducted from my PP account, and I still haven't gotten my minutes put onto my phone. I can't call anyone to complain, because my phone is evidently suspended now.
I have sent an email and asked PP to refund these amounts to me. Will they do that? I feel so helpless not being able to call and talk to anyone.
