PayPal where is my refund?

Hi, All.

 

I had a dispute (w/ about 20 other people w/ same dispute;fraud) which was settled by paypal in my favor...Paypal states that they credited my checking acount for $22.49 USD on 9/18/2010....The purchase was made w/ a cash/check/debit card linked to my checking account (not a credit card)...Today is 9/29 and when I checked w/ my online banking today no refund deposit has been received from Paypal into my account. I thought this was odd, as usually these go through in about 4 business days. So I called the Paypal help #, which connected me with a girl in the Phillipines who sounded like she was referring to a script constantly' and asked her if the payment had been made. She did not seem to understand the English language well. I told her that I was wondering if my payment had been returned to paypal for some reason, perhaps accidentally from my bank. She could not answer that question. She told me the payment was sent, and that it may take up tp 30 days to reflect on my credit card billing statement. I told her I had a debit card linked to a checking account and real time access to my acount besides receiving statements every 30 days. She kept repeating that the chargeback would take up to 30 days to appear on my billingstatement. I again, repeated that it was not a credit card that functioned in 30 day cycles but a Debit card linked directly to my checking account, and usually paypal payments take about 4 business days to go through my account, and it had been 8 business days since paypal stated the monet had been refunded. Then she tried to tell me that credit card companys process in 30 day "batches" and that that is why the payment  had not showed up. I tried again to tell her it was NOT a credit card, but a debit card linked to a real time checking account. She seemed confused and acted like she did not understand what I was talking about..... this was after 31 minutes, then we finshed the call. She told me to go check with my bank when I asked her if Paypal (again) had a way to confirm if the money was, somehow accidentally returned by my bank to paypal; and she said to call them back tomorrow if my bank tells me that they did not receieve or return the payment?

 

I politely thanked her and we hung up.

First I am very empathetic and sympathetic to your frustration over the communication sometimes with these Paypal reps. I've been there. Outsourcing ... what can you say?

 

In terms of your actual issue, have you checked if the money isn't in your Paypal account? For reasons, sometimes the refund comes there instead of back to the primary source ... in your case your checking/debit account. Also, click on the actual initial transaction. Your refund may reflect on that same transaction. It may not be a complete new item/line/charge. Finally, I know my debit card also is a Visa card. So you can actually use it as both. Is it possible at the time of charge it went down in fact as a credit card charge vs a debit card charge?

 

If none of those are the situation, as painful as this may be, (1) try calling again and (2) just tell your bank. They'll help you out too.

According to the PayPal help lady on the phone in the Phillipines it was credited back to my checking account. This is exactly what it says, under 'details' for the transaction in my PayPal account:

 

Sep 18, 2010 Credit to Credit Card  Completed   -$22.49 USD

I asked her why it was a -$22.49, I said "minus 22.49 is a negative number" she said that this is how it should appear as a credit back to my account. Also, right in the PayPal info. it states that 'credit's are always returned to their source'; so if the money came from the paypal account itself, it would be returned there; if it came from my bank account (which it did, in this case), or credit card,  that it will be refunded directly back to the source...

Based on that line you showed, it appears my theory that your debit card was actually used as a credit card is accurate. Notice it says "Credit to Credit Card" You thus may have to wait longer.
