NEED contact email for customersolutions. NOT HAPPY WITH PAYPAL!!!!!

I have used paypal for several years and think it is great but highly frustrated at the moment.  does anyone have a contact email for customer solution center?  I contacted paypal customer service today because they charged my bank account twice causing me to have $252 in overdraft fees.  The lady was very helpful and told me I need to print out my bank statement and fax or email to customersolutions @ paypal - I emailed it and received a quick response stating they do not receive mail to this address and to go through the resolution section of paypal.  I am trying to resolve an issue with paypal.. not a seller or buyer so it does not pertain to me.  Tried to select email from contact and that thing is very frustrating.  There is no way to contact them.  Can someone please help!

To whom it may concern,

 

On October 9, I sent a payment of $160.00 via paypal to @yahoo.com and received an email from paypal stating the payment has been sent.  On October 10, I was informed that I used the wrong email address.  I then logged on to paypal.com and cancelled the transaction.   On the Transaction details is said a temporary hold has been placed and the payment was canceled and the money has been returned to your bank.  I then sent a payment of $160 via paypal to the correct email address @hotmail.com  I received another email from paypal stating the payment has been sent.

 

I pulled up my bank account ledger today and noticed that the $160.00 has been taken out of my account two times causing me to have $252.00 in overdraft charges.  I contacted customer service and they directed me to customer solutions as I am seeking compensation for the overdraft charges incurred.  I have already reached out the my financial institution and they stated this is not a bank error so they cannot reverse the charges. 

 

I never received any documentation stating that the transaction would continue to go through.  The only thing I received was the following:

The recipient of this payment is unregistered – it is not even a working account so I do not understand why it would go through this far to begin with.

Temporary Hold – not specifying the charge may still go through

Canceled, the payment was canceled and the money has been returned to your bank account – informing me that the transaction will not go through.

 

After speaking to customer service, I know Paypal will credit me the $160.00 but this does not take care of the costs incurred for lack of details for canceled transaction.  If I would have been better informed that the transaction might still be processed I would have transferred additional funds into this account or waited until the canceled transaction was 100% complete before making the second transaction.  I also do not know why the funds were taken out of my account for the 1st transaction that I cancelled when the email address was unregistered so not a working account.

 

I have included the paypal transaction and my bank statement listing the charges and the amount that was paid for insufficient funds.  Please let me know if you need any additional information and what the next step is.

 

I think paypal.com is a great concept but this is one area I would recommend improving.  Clients receive an email for money being sent but they do not receive an email for canceled transactions.
