NEED HELP!..

I just sold an item to a buyer in Canada.  We used paypal, to complete the transaction, and after the money was deposited into my account, I shipped the item.  We agreed to split the cost of shipping.  Before I finalized the sale, I asked the buyer if she was aware of the additional fees and or duties that may be added because the item is coming from the U.S. , I also advised her she should contact her customs office to get an estimate of what the fees might be, so she won't surprised by the extra costs.  She stated that she buys from the U.S all the time and she is aware of how the duties work.  Yesterday, I get a email from the buyer saying she refused the package because the broker fee was $53.00 and she wasn't expecting it to be that much.  The value of the item was $200.00,   So my question is who is resonsible for the item now?  UPS will only hold the package for two days, and if it's unclaimed it will be disposed of, OR returned to the shipper and the shippers expense! The shipping company I used made clear that they WILL NOT pay to have the item returned.  Is the buyer entitled to a refund?? I don't believe she should be, but I'm new to all this and need advice.  Any help is greatly appreciated!  Oh, and I still have the emails showing that I advised to check with customs about the added fees! and made her aware that there would be added fees!  Thanks again!
