Is it too soon to open a dispute?

I ordered some books from an online company around December 12th. I received the shipping notice the next day and was told my order should be here on the 20th. I paid extra for priority to make sure the item would get here. They did not send a tracking number for me to track it. The order still hasn't arrived and I sent an email to the company asking for a refund on the extra shipping but I never heard back. Then I was reading the feedback from people and this company had a lot of negatives because the item arrived late and some people said their item took almost a month to get there.
Is it too soon to open a dispute or should I wait a bit longer?
I've never opened a dispute or a claim so I'm not really sure how it works.

I would give them till monday then open up a dispute. I dont know how reliable they are since I dont know about the company or ordered from them but if they have good feedback then I woud give them a few extra days 🙂

I am so sorry to hear you have not received your merchandise, and that the seller/merchant is not fulfilling the end of the purchase.
We usually encourage buyers to wait 7-10 days to file a dispute, but you have up to 45 days to file a dispute through eBay or PayPal for merchandise you have not received or merchandise you received that was not as described.
Here’s how to open a dispute:
- Log in to your PayPal account.
- Click “Resolution Center.”
- Click “Dispute a Transaction.”
- Select “Item Dispute,” then click “Continue.”
- Click “Find Transaction ID.”
- Click the Transaction ID next to the transaction you want to dispute, then click “Continue.”
After you opened a dispute, you have 20 days to communicate with the seller. Disputes automatically close after 20 days. If you can’t resolve the problem, you can ask us to investigate by escalating your dispute to a claim. We won't investigate disputes filed after 45 days, but we will take note of your problem.
